He has seized on the mention of the "Huntsville infrastructure" and from this apparently concluded that Taylor believes that there is some special value in bridges, sewers, and the like. I believe that Taylor's point is that some "worthless" projects have value because of the knowledge gained from them and the social changes caused by them.
