Mr. Wall said; the Bishop government tried several times to normalize relations with the US (much like the Nicaraguans have done over the last four years), but the Reagan Administration is/was not interested in negotiations -- they'd rather use military force to get their way. The last time the Bishop tried to normalize relationships with the US, Carter was the president. Do the same criticisms still hold for Carter?
