	Nelson Mandela is a leader of the African National Congress.
	He is currently imprisoned in South Africa's Robben Island
	prison, where he has been jailed since 1962.

	The US government continues it's policy of "constructive
	engagement" with South Africa:  the State Department
	authorized 29 export licenses for commercial sales of more
	than $28.3 million in military equipment to South Africa during
	the fiscal years 1981-1983.
