Doing deliberately shoddy work that puts lives in danger in order to save
a few bucks is nothing new. In the last century, the railway bridge over
the Firth of Tay (Scotland) was reasonably well designed, but was built
with girders that were found (after a trainfull of people fell in the river)
to be made largely with sand instead of iron.  The result was a vastly
overdesigned and meticulously built bridge over the Firth of Forth.

Perhaps malicious workmanship on nuclear plants will eventually result
in enforced good design and construction.  But people may be killed first.
The ones who make the millions don't care.
