I've always wondered why consent decrees are only applied to corporate
crime.  Why not armed robberies?  "Under the consent decree, the defendent
agreed to return the money and car, but admitted no guilt."  Or (more appropriate
to the Agent Orange settlement), murder: "The defense claimed that the defendent
could not be held liable for the murder since he was not aware that the gun was
loaded.   Under the terms of the consent decree, the defendent agrees not to
use that particular gun anymore, but admits no guilt."

In my opinion, suits of the Agent Orange variety shouldn't be civil suits.  Bring
these people up on criminal charges: conspiracy to commit murder, murder, willful
manslaughter -- there's no lack of criminal charges.  Let's put a few of these CEOs
in jail for 20-to-life and see how that shakes up the Boards of Directors.
