[net.politics] U. S. aid to other countries

While paging through my copy of `The World Almanac and Book of Facts',
1984, I encountered a table of U. S. aid to other nations, parts of
which I have summarized below.  I was rather surprised at how
selective our non-military aid is.

I have listed the top countries receiving aid from the U. S. in 1982.
These amounts "exclude the military supplies and services furnished
under the Foreign Assistance Act and direct Defense Department
appropriations".  The original table consisted of 3 columns in addition
to the total (Amount of Aid, below), labeled "Net Grants", "Net Credits",
and "Net Other".  "Grants are largely outright gifts for which no payment is
expected or which at most involve an obligation on the part of the
receiver to extend aid to the U. S. or other countries to achieve a common
objective.... Other assistance ["Net Other", I presume - lat] represents
the transfer of U. S. farm products in exchange for foreign currencies,
less the government's disbursements of the currencies as grants, credits,
or for purchases." "Net Credits" were unfortunately not defined, and might
be loans (although if they are I don't know why they weren't just labeled
as such).

For a bit more perspective, here are a few interesting numbers:

Net aid to all of Africa, excluding Egypt		1104
Net aid to Central & South America, except Mexico	 604
Net aid to Asia & the Pacific, including Pakistan,	1075
India, Bangladesh & Sri Lanka

The top three each did better than any of these continents.

I hope to make it to the university library and dig up some
references that are closer to (or even the actual) source,
to get a better notion of how these numbers were derived.
