tunnels to the surface, after which launch vehicles would surface and ICBMs
would be fired.

   The officials are quoted to have emphasized that the system was
supplemental to the existing "triad" of strategic nuclear force in that,
unlike the other systems, this would be a system intended for use for retal-
iation in the aftermath of a nuclear exchange.

   The Air Force is reported to have spent $10 million studying the project in
1984, proposing an additional $10 million for 1985 and $20 million for 1986.
Five years would be required to complete the system, estimated to cost up to
$50 billion.  Technology is claimed to exist to build the base, which would
be constructed in the 1990s.

   I thought that people on this list might be interested in hearing about
this major new proposal, which has been dubbed the Secure Reserve Force.
Doubtless additional details will be appearing in the press soon.  I have
