In WWII we only HAD two atom bombs. We used both. Had Japan known this, they
may have fought on, but they didn't. Nonetheless, it really wasn't a matter
of us REFUSING world domination, we didn't have anything to carry it out with.
It would have taken us a while to build more bombs, and there were others already
in hot pursuit of the technology.
