[net.politics] NJ Jobs, Science & Technology Bond Issue

(Pardon the wide distribution, but there's no nj.politics.)

Does anyone out there have any comments on Public Question No. 1 on the
New Jersey ballot?  That's the "Jobs, Science, and Technology Bond Issue"
that provides $57 million "to develop 'Advanced Technology Centers' at New
Jersey's research universities" and another $33 million "to develop
undergraduate science and engineering facilities and programs at New Jersey's
public and private universities and colleges and two-year community colleges."
(Wording from a flyer I was sent by Stevens Institute of Technology.)

The flyer claims that this would "create new jobs by attracting high tech
industries and encouraging existing industries to stay here and expand."
I may be dense, but I don't see how.  I would think that tax breaks, etc., are
what make industries move into an area.  They also claim that this would
"improve the ability of New Jersey's colleges and universities to educate
students and retrain workers for these jobs" and "stimulate research to find
better ways to serve you in vital areas such as health care, food supply and
the disposal of toxic waste."  (Lord knows we need the latter!)

I realize that bond issues are for buildings, etc., rather than ongoing funding
of research, but I can't help but feel that the money could be better spent
in people than in buildings.

Comments?  I really would like to hear other people's opinions on this.
