Actually I think we are talking about women heads of Governments
for the most part, not heads of state. If we really are talking heads
of state you could probably make a case for the Commonwealth nations
all having a woman head of state (although the issue is murky in these
later days - I think the language now is something like "the crown is a
symbol of free association").
