For example, after Afghanistan Carter withdrew the SALT II treaty from the Senate. The President has this power. For this reason the Republican-controlled Senate voted by over 70 votes to request Reagan to submit the Peaceful Nuclear Explosions Treaty and the Comprehensive Test Ban Treaty for ratification. With 70 votes in favor of submitting these treaties it is a certainty they would be passed when Reagan submitted them to the Senate. Yet Reagan has refused to submit these treaties for ratification. If he is seriously interested in arms control he could begin with this step which is very simple and guaranteed of success. I have yet to see him make this step......... tim sevener whuxl!orb
