The concensus isn't that we can't PROVE it, but that it probably didn't happen. A recent Science (can't give the reference because it's at home) has a report on a cooperative international seismic net being set up with the Russians. This part of the verification problem may go away quite soon. Incidentally, it seems that the main reason the Russians SEEMED to be going over 150 kton was uncertainty about decoupling calibrations for their test sites.
