Could this be one of the really significant differences between the USA
and the rest of the Western world?

I do agree that police get off with a lot that ordinary citizens would
have to answer for, and they might get acquitted when brought up for
murder.  Usually, they are charged if they killed someone not apparently
in self-defence.
