Perhaps what people are speaking of is that when Finland wishes to make policies, especially foreign policies, more than a little thought has to be to potential U.S.S.R. reaction. For example, a Russian emigre told me that when he was planning his escape through Finland, he knew that he had to wait until he reached Sweden before declaring himself, since Finland would turn him over to the K.G.B. at the border. Finland is allowed to be "western" in certain respects, but they don't fool themselves with respect to the limits they are under. I suspect Mexico would find it similarly hot for them if they tried to go "communist".
