[net.politics] Hostage Incidents

With the proliferation of hostage incidents throughout the world
I thought it would be interesting to collect the thoughts of individuals
in net.politics and start a discussion on hostage incidents.  Some
ideas to consider are:

	1.  The decision on whether to negotiate or not

	2. What should or should not be negotiable

	3.  Legal status of agreements made under duress (should 
	    promises made in a hostage situation be kept?)

	4.  Implementation of Counterterrorist/Hostage Rescue Teams
	    (when and under what circumstances)

	5.  Considerations of Negotiating techniques

	6.  Long range implications of Hostage Taking

By all means, this list is not all inclusive.  If you have any thoughts
to share, please MAIL them to me and I will be happy to summarize them
on net.politics.
