Maybe you are remembering the last four years. There are no tax cuts this time around to return money to "those to whom it belongs"[sic]. The money is being taken out of programs to either: (1) Reduce the deficit (2) Eliminate (or make less effective) ideologically opposed programs or (3) To help pay for a defense budget that has grown between 3% and 5% yearly *above* inflation since Reagan came into office. How this returns money to 'those to whom it belongs' is beyond me...... I agree with your general response to the above quote, however.
