I just read this idea in an editorial the other day. And I think that it has some merit. Condsider Japan, for a moment. We have many trade problems with them, but there is no possibility of going to war with them, or them with us. We are integrally tied to each other. Why can't we do the same to Russia? Instead of trying to limit the export of all technology, go ahead and allow all but the absolute latest in high tech. They are going to get the mdeium level stuff (68020's and 32032's) anyway. The editorial tongue in cheek sugested that we even force them to buy a chevy or a VCR when they buy a 68020. The upshot of this is a change in culture. They become dependant upon the US, and Japan, and west Germany they same way we are all interdependent upon each other. Differences will always still exist, but wars will not.
