 The following is excerpted from a letter by Senator Bill Bradley to his
 constituents:

   I've proposed the Fair Tax, where equal incomes will pay equal taxes and
   80 % of all taxpayers will pay no more 14 % in taxes. My proposal does 
   differ from the President's. For example, I retained deductions for state
   and local property taxes as well as the most common deductions like home 
   mortgage interest and charitable contributions. Instead, the president 
   chose to retain special breaks for oil and gas and capital gains. Also,
   the rates I proposed are lower and the bulk of the loopholes will be 
   eliminated.
   
   My goal is a fairer, simpler tax system with far lower rates. This will
   allow families to have more money in their pockets to pay for their child-
   ren's education, to save for their old age, to take the family on vacation,
   or just to make ends meet. If you agree with me, write your Congressman or
   Congresswoman and let them know of your support for the Fair Tax. The      
   special interest lobbyists are organizing to save their loopholes even if
   YOUR tax rates continue to be much too high. Remember, one thing is certain
   about tax reform. The less you get involved today, the the more you'll pay
   tomorrow.
