Now we have the "communist level of morality" defined.  It is solving
political problems by murder, if necessary, by murdering the majority
of populations.  Suspicious "suicides" of imprisoned opposition
members, whipping and shooting to the crowds are above this level.
The possible conclusion would be to recognize that Nicaragua and Cuba
is very comfortably above this level and hereby to extend the policy
of constructing engagement to those countries.  Accidentally, this
conclusion seems to be right one.
