Assertion:  The relationship between the US and the USSR is NOT a 
zero sum game.

Definition:  A zero sum game is one in which a gain by one player is a
loss by the other, and a loss by one player is a gain by the other, such
that the total score is always zero.

Proof:  There is at least one possible occurance in the US, USSR relationship
(full scale thermo-nuclear war) in which both the US and the USSR suffer
severe losses.  In at least this case, the sum of the 'scores' of the two
nations is not zero, rather, it is very negative.

How about an ENFORCEABLE agreement to cut nuclear arms to 50%?
