The thing is, if there had been no USA, and mayhap Canada and Mexico
(and Russia?) shared dominion over the North American continent,
it would have been pretty likely that Canada *would have had* a CIA and
an NSC. The fact that the US exists, and does these things, and (to an
adequate extent) shares the benefits of having them with Canada,
makes it unnecessary for Canada to get involved with this sort of thing
(at least as deeply as the US does).

As for the FBI, it was my impression that the RCMP performs equivalent
functions under the Canadian system.
