[net.arch] Whetstone wanted for VAX 11/750 without FPA

We are doing a study of floating-point speeds.  The only Whetstone
we have from National is contrasting the NS16081 to the VAX 11/750
without floating-point assist.  No Whetstone values were given (only
time in seconds.)
