[net.arch] Net.Compiler

I think that net.compiler is a great idea.  Charles Wingate argues that most
compiler discussions are found in net.lang and should be left there.  However,
this is not true.  Many good compiler discussions are also found in net.arch,
and are not always ported to net.lang as well. I think that having one seperate
group for compilers is a great idea.
