I am surprised that you are surprised. Internal technology, 
for years has been restricted for export. 
For example - try sending a SUN to USSR. 
Bet you can`t get an export license. 
Try to do the same with a 80386. Same results.
A number of years ago, Ken Thomson (unix fame) was invited 
to USSR to play chess. 
He took BELL his chess playing machine with him. 
He was walked off the plane in San Francisco by the FBI and it 
took all the strings that could be pulled not to land him in jail. 
Ken's subsequent statement to the press was that the only value BELL 
would have as a weapon was if someone dropped it out of the plane.
