I have a friend who is looking into migrating SEL FORTRAN (or any
FORTRAN) to an IBM-PC/AT (when they really work). The most desirable
path is to convert all of the existing FORtrash to C, then compile all
of the C with a native C compiler for the AT and/or XT.
Any pointers to info/products/help/war_stories would be greatly
appreciated.

Fortran cannot be converted into C, at least not reasonably, due to C's restriction on formal array parameter dimensions.

The August issue of Datamation (pg 146) advertised such a beast. It's called Fortrix-C, costs $2500, and is available through Rapitech Systems Inc, New York.
