[net.lang.c] Dynamically Allocating Multi-Dimensional Arrays in C

A subroutine that dynamically allocates pointer structures that allow
array-like access (dope vectors) has been posted to net.sources. It is
tested as much as I can without actually having a use for it but it
is there so have at it. Wear it in good health...
