reasonably up to date copy of the proposed standard?

Call the X3 Secretariat, CBEMA (202)737-888 and ask about obtaining
the latest draft proposed ANS for the C programming language (X3J11).
It may cost $20 or so.

I assumed everyone knew that but obviously I was mistaken.
