[net.mail] mkpath

I think the idea of mkpath is fine, HOWEVER you should realize that the
Horton maps mostly indicate USENET connections. It happens that amd70
publishs its UUCP connections and as a consequence, "mkpath" just loves
to route mail through us. We don't mind forwarding a little mail,
but if your mkpath catches on and the Horton maps remain as they are,
amd70 will get much more than its share of mail. This puts me in a tough spot.

Before I impose restrictions, I'd like to solicit suggestions.
