[net.mail] publishing of L.sys entries

Another wart of publishing L.sys entries for systems is that some
sites (mine, for example) have USERFILE permissions set up to be
quite restrictive.  This means that an unknown site calling in with
a login/password combination set up for another site will log in
successfully, but then will have all its attempts to transfer data
rejected.  The result, unless the caller's uucp is quite smart, is
that mail disappears into thin air.
