As far as I know, it IS illegal to request social security number.  When
I registered for MCI mail, i refused to give them my ssn.  It would not
take 000-00-0000 but it took some other number (001-00-0000 or something).
And it didn't keep me from getting the service.

My wife just got a new Social Security card yesterday (one of the new
so-called forgery-proof types) and there was a statement saying that
there is no law preventing private companies from requesting your
Social Security number.  You have no obligation to give them your
number, but they are not obligated to give you the service if
you refuse to give them your Social Security number.

Local, State, and Federal Agencies MUST have Federal Authorization
to get your Social Security number, and must tell you what that
authorization is.
