The ARPANET/MILNET split has already occurred, in that there is now a set of hosts on network 26, which used to be on network 10. The split is coming in two phases, the first having already occurred at the beginning of October. At that time the hosts moving to the MILNET were given new addresses on network 26. It is (the last time I checked), still possible to open a TCP socket to a MILNET site. After the next phase of the split (some time this month? I'm not so sure of the date), the MILNET will become completely accessable only to specific sites on the ARPANET (with the proper authorization), and the only service to be otherwise generally supported is Electronic Mail through any one of five Mail-Bridges. Insofar as USENET is concerned, there really is no difference before or after, since the main type of interaction between USENET and ARPANET has always been Electronic Mail, which will still be possible no matter which network any particular site ends up on.
