[net.mail] Overloading domain names

There appears to be confusion about the naming of domains and that there 
may be some difficulties with using telephone area codes for domain names.
This led to the comment that someone might not know what area code Anaheim
is in, and that area codes do split (spawn?).  This has happened in Calif.
twice in the past couple years.

There is also the comment that areas which are quite close (Mountain View
and Sunnyvale, California, for instance) may have different area codes.

Mail domains are similar to area codes, but may be overlaid (over-loaded ?) 
with other  domain names.
Using this there could be a 408 and 415 domain, and also SF (San Francisco) and
CA (California) and WEST domains.  This would be in addition to "affinity"
domains like ATT.  This would avoid having to know that ihnp4 is in 312, you
could address it as IL or ATT or MIDWEST, and let the router manage.  If the 
312 route was recognized, the router could transfer the message directly,
otherwise, it routes it to its parent domain.

Personally, I would see state codes as being easiest to remember, since I 
find the area code to be quite arbitrary.  I remember friends in Los Angeles,
which has one area code, but they really live in Orange County, with another.
