[net.mail] Quoted names and sendmail.cf

A while back, I had some trouble getting a strange mail address to work,
and as a final resort tried to put quotes around the "user" part (which
was the strangest). To my mild surprise, the quotes were already stripped
off when the letter was queued up for outgoing (uucp) mail. The reason for
this was apparently that the uucp mailer definition included the 's' flag.

Now, there might be a number of good reasons for this, meaning bad luck
for us people who have uucp as only access to the outside world. The 
strange thing was, when I looked around my "collection" of .cf files, I
found that this flag was included in *every* mailer definition in *every*
file. This includes those that come with the 4.2 distribution both from
Berkeley and Sun.

Any idea why this is so, presumably causing quoted names to be mistreated
by most sites running sendmail? Or what have I missed?
