Probably the easiest way to solve the current problems with usenet is to replace it totally. The new network can exist side-by-side with what we currently have. Gateways between the two can be added. The design of the new network would not be hindered by "compatibility" questions. If a few of the backbone sites switched to this new network, it would force many others to follow. In addition, other important questions (such as who pays for the mail traffic) could be addressed.
