[net.mail] new Internet address for decwrl

The mail gateway machine at the DEC Western Research Lab has changed its
official Internet name from DECWRL.ARPA to DECWRL.DEC.COM. If you deal with
mailing lists or other databases which contain addresses relative to decwrl,
please update them. As with other domain related name changes, DECWRL.ARPA
will be a valid nickname for the forseeable future.
