[net.mail] mailing to ARPA sites?

I met someone the other day that is at an ARPA site (vax/vms, ugh.). I'm
on SysVr2 UNIX, and I have no idea how to send mail there. He said the 
system name is nb:vax or nb:blue (two machines). Both are at Rutger's
Univ. in New Brunswick. I can mail (uucp) to ihnp4, and a large variety
of other systems. I assume that I have to find a system that has both 
uucp and ARPA, since my site does not have ARPA. I think that ihnp4
is on both nets.

So, my question is, how do I address the mail to get it there? I've sent
mail to a site at Rutger's called topaz by ihnp4!topaz!..., would I just
address the mail ihnp4!vax!... or ihnp4!blue!... (or if I have to, 
ihnp4!topaz!blue!...)??? I've seen those strange ARPA addresses at the 
end of postings, but never tried to use one.

Any ideas? Thanks in advance for any help!

   I have sent messages successfully to Ru-net (Rutgers at New Brunswick)
using uucp.  The sites on ru-net include: topaz, RED, GREEN, BLUE and a few
others.  topaz appears to be the link between BLUE, RED, etc.  The form as
I have been using is: ...!topaz!usrname@SITE   SITE being RED, BLUE, or
whatever node the user is on.  There is another way to send to Rutgers
using the ARPAnet, but I don't have the information here in front of me.
If needed, send E-mail and I'll reply with the needed info to send to
Ru-net via ARPA.  Hope this is of some help.  Good luck!

In the case of Rutgers, you should be able to use uucp directly.  The
following should work for the two sites you mention.  If it does not,
please send a message to topaz!postmaster.

   topaz!nb!username   [the VMS machine]
   topaz!blue!username  [a DEC-20]

Note that mail on nb is not very good.  He will have to know some magic
to reply to you.  Your system talks directly to topaz, so you need not
involve ihnp4.  topaz is the Rutgers uucp gateway.

As for mail to Arpanet sites, as a system administrator I feel I
should tell you that it is a violation of the rules for anyone to
gateway mail from UUCP to the Arpanet, unless specific arrangements
have been made so that someone responsible can validate the use.  The
Arpanet is a Dept. of Defense resource, and is available only for
purposes of the U.S. Government.  It is true that this rule is
commonly violated.  But it is worth trying to find out first whether a
site that you want to talk to can be reached via UUCP.  I think you
will find that many Arpanet sites do talk UUCP, and have arrangements
to forward mail to machines that are not directly on UUCP.  The
database used by pathalias is a good place to look for information
about what machines are on UUCP at a given organization.  postmaster
at one of them should then be able to help you with a routing.  Your
local postmaster, or the postmaster at a nearby gateway should be able
to help you find the routing database.
