With my experience with different hosts accepting % and @ and !, the only reasonable situation I could summon up that worked well whenever I used it, would be the "let it go through unless it's my turn to look at it" method: that is, the "%" and "@" and "!", if not fully understood by the router/mailer, would simply be left alone. Hopefully one day either the ! or the @ standard will be assumed, but until then, it seems that the mailers and routers should touch the path only when they know what they're doing. By the way, my bias is strongly towards the "@" standard.
