[net.news.config] Net configuration changes in the vicinity of uw-beaver

There have been two recent changes in the configuration of the net in the
vicinity of uw-beaver.

We have added a news link between ssc-vax and uw-beaver.  We have also
shifted the uvicctr news feed from uw-beaver to ssc-vax.  The
uvicctr!uw-beaver mail path has been retained, however.

In summary, add ssc-vax to uw-beaver's Usenet connection list and remove
uvicctr.  Add uvicctr and uw-beaver to ssc-vax's Usenet connection list.
Change uvicctr's connection from uw-beaver to ssc-vax.

uw-beaver now exchanges news with cornell, microsoft, ssc-vax, teltone,
tektronix, ubc-vision, and uw-june.
