[net.news.config] University of waterloo going off the air next week...

watmath, watdaisy, and watcgl will be down next week (Aug 15-Aug 22) for
installation of a new power distribution system.  Since watmath is our news and
mail interface for all the university watarts & wateng will also be unavailable
at that time.
