FYI: The link from harpo to utah-cs seems to be down again. This is a regular occurrence, and usually means that something is stuck on the harpo end. The link seems to be pretty flaky, in general, a fair amount of outgoing news never makes it.

The link is up again. The "outgoing news not making it" has nothing to do with the link itself: it must be a problem with all news thru harpo, for it's caused by rnews timing out on the news lock file, because harpo is so incredibly loaded (largely processing other people's news).
