[net.news.config] Mail to UK PSS sites

The mail link between ukc and sites on the UK PSS network
(including JANET) will be unavailable from 26th November
for 2 to 3 weeks as we change our mail systems to sendmail.

Mail to UK UUCP sites will not be affected.
