[net.news.config] Change of name for west44

West44 is changing its name to kcl-cs in line with the (logical) move of
the computer science department to Kings College (London).  The associated
site westcsr will be incorporated into kcl-cs and will son disappear from
general usage.
The site westf will remain as it is not a CS Dept. machine.

Kcl-cs will run MMDF-2 as its mail system.  This means it will be obeying
ARPA style addresses and can cope with addresses like:

	lmcl@ukc.uucp

and route it correctly to ukc.  

It will also reroute any mail to ARPA or JANET to the appropriate gateway
so long as the domain is specified. E.g:
	wstfld@ucl-cs.ac.uk
		will get to user wstfld at site ucl-cs on JANET
	foo@bar.arpa
		will get to user foo at site bar on ARPA
	bert@ucbvax.uucp
		will get to user bert at site ucbvax on ARPA
Kcl-cs doesn't know where the vast majority of these sites are.  It will
buck-pass (relay) it to a site who probably does and lets them handle it.

A word of warning.  An address like:
	ukc!lmcl@mcvax
will now be treated with the '@' taking priority over the '!'.  So it will
be converted into the path:
	ukc!mcvax!ukc!lmcl
So be carefull.

We will also parse:
	ucl-cs.ac.uk!wstfld
	bar.arpa!foo
	ucbvax.uucp!bert
as having the same meaning as the above examples.

We still run 2.10.1 as I haven't been able to get someone to send me
2.10.2, yet!
A lot of us out here would switch if we could!
