[net.news.config] NOAO was down, we're alive again.

Our uucp gateway machine was down from early(about 0200 MST ) November 3 to
late(about 2000 MST ) November 8 with a dead power supply.  To my
knowledge, no mail or news was lost.  If someone's "smart" mailer
bounced mail back saying it couldn't connect with our site you can go
ahead and resend the mail.
