The philabs <-> stcvax link is being cut as they are having financial
problems and are entering Chapter 11.
They plan to drop most of their net connections until they are back on
their feet again.
Also, philabs was down all day yesterday (11/15) due to an eagle
controller taking the day off (plus half the root filesystem, just
to keep it company).
