[net.news.config] Site AKPCB changing its name to AKGUB

During the weekend of December 8 and 9, site AKPCB will be down
for installation of System V, Release 2.0.  Additionally, while
doing this conversion, we will be changing the system name to
AKGUB.  (Makes it consistant with akgua, akguc, ...)

The uucp login, password, and telephone numbers will be the same as
before, so all you need to do is change the name in your L.sys
file.
