[net.news.config] lsrhs shutting down

The site named lsrhs will be shutting down on May 4 for a hardware
change.  The 11/70 is being replace by a VAX.  It may be up in
September or before.  A new site form will be posted when it
returns to the net.  All mail/news will terminate May 4.
