[net.news.config] rlgvax dead, seismo<->ihnp4 up

The seismo/ihnp4 link is back and stable again.

rlgvax is missing, presumed dead.

Last Sunday they converted from their 4.2bsd/system5 hybrid to
a "pure" system 5.

They haven't talked uucp to anyone since.
