[net.news.config] Toronto-area backbone changes

The backbone configuration in the Toronto area will be undergoing some
changes in the next while.  One major change has already occurred:  the
linus-utzoo phone link has been replaced by seismo-mnetor via X.25.
Mnetor is one of the other major Toronto sites.  Currently it hooks to
utzoo indirectly via utcs, but that will probably change soon.  There
is also a fairly good chance that the watmath-utzoo phone feed will turn
into watmath-mnetor X.25 sometime soon.  In short, although utzoo will
remain a major local redistribution point, it looks like mnetor will be
taking over the long-haul part of utzoo's backbone work.  This makes a
lot of sense, since they are equipped for X.25 and we aren't (and
probably never will be).

Apart from the linus-utzoo-seismo-mnetor cutover, which has already been
done, this is all very tentative as yet, and there are other complications
which may enter the picture.  Stay tuned.
