[net.micro.pc] How do MS-DOS programs learn the setting of SWITCHAR?

MS-DOS has an undocumented config.sys option, switchar.  It can
have two possible values, '-' or '/'.  When its value is '/'
MS-DOS command line options begin with '/'.  When its value is
'-' MS-DOS command line options begin with '-' and you may use
'/' as a directory name separator.  When switchar=-, MS-DOS
commands are quite similar to Unix commands.

Does anyone know how an application program can learn the
setting of the switchar option?
