Setting standards has litle to do with technical innovation, reliability,
etc. Outside of international standards committees (e.g., CCITT), 
the ability to set standards is ninety percent clout. And IBM has clout!
Athough IBM was not asked to set a standard and technically the PC was
not impressive, the public rushed to buy computers with the name IBM on
the outside and by sheer numbers of PCs in use, DOS is a standard of sorts.
Witness the "IBM compatible" claims for most PCs. Give em their due.
